There is no single "New Braunfels foundation problem." Cross town and the ground changes character completely. The failure mode there isn't swelling clay; it's shallow, uneven bearing where a pier has to probe past voids and soft seams to reach rock it can actually trust.
Drop toward the Guadalupe and Comal river corridors and the story flips. Those floodplain neighborhoods sit on deep alluvial and Blackland-type clays with plasticity indices that routinely top 40 and an active zone reaching 10 to 15 feet down. A dry Central Texas summer can pull enough volume out of that clay to drop a slab edge an inch or more; the wet season gives some back but rarely all of it, so movement ratchets year over year.
