Steady and consistent beats heavy and occasional, and keep it off the foundation directly, since soaking right against the perimeter creates the same uneven wetting a dry spell does, just in reverse.
Will fixing the drainage alone stop the movement?
Good drainage, roughly six inches of fall over the first ten feet away from the slab, calms the moisture swings at the perimeter and is genuinely worth doing. But once a slab has already dropped on deep floodplain clay, water management protects the repair rather than replacing it. The elevation survey tells you which you're dealing with.
